Colleges in India will now become an autonomous institution. (UGC) has approved a new draft regulation for autonomy of colleges. (UGC) is going to make it public in a day or two for the feedback of the stakeholders.

After becoming autonomous, colleges will create their own framework, high level committees of colleges will not have (UGC) and university nominees. There will be less interference in the work of the college. These rules will be finalized after receiving the feedback from the stakeholders.

Professor M. Jagadesh Kumar, Chairman, (UGC) said, “The Autonomous College can set its own admission rules, develop methods of evaluation, conduct examinations, notification of results and promote research in related fields. . We will finalize this regulation after getting feedback from the stakeholders.”

Compulsory to fulfill the eligibility conditions

Under the Regulations, 2022, the University Grants Commission is bringing this big change. (UGC) Chairman Professor M. Jagadesh Kumar told IANS that the autonomous status should be given initially for a period of 10 years and for a further period of five years. Such colleges, which have functioned as autonomous colleges for fifteen consecutive years, shall be treated as autonomous colleges on permanent basis.

However, such permanent autonomous college is required to maintain the required grades of NAAC and NBA etc. as per the eligibility condition for autonomy and report the same to the parent university. Notably, NAAC and NBA are the grading bodies of colleges and universities. As per the guidelines framed by the (UGC), the college which fulfills the eligibility, which intends to become autonomous.

The application can be submitted on the (UGC) portal at any time during the year. The college shall submit the proposal within 30 days of the receipt of the proposal to the affiliating university which may forward the same to the UGC.

Colleges have to apply

The parent university will scrutinize the college’s application for autonomous status on the UGC portal and give its recommendations with reasons and justification within 30 days on the UGC portal. If the University does not respond on the UGC portal within 30 days, it will be deemed that there is no objection to the processing of the application by the UGC for grant of autonomous status to the University. A standing committee of the UGC will examine the application of the college for grant of autonomous status.

Approval or rejection letters may be issued based on the decision of the standing committee. An autonomous college can merge with an autonomous college with the prior approval of its parent university. If the autonomous college fails to obtain NAAC with minimum ‘A’ grade or NBA accreditation, the autonomy of such college is withdrawn and no fresh admission will be made under the autonomy mode after the autonomous status is withdrawn.

According to the (UGC) the governing body of the colleges will not have any nominee from the (UGC) and the university. As per the present provision, the nominee of the university should be on the finance committee of the college. But after the new changes and autonomy, there will be no need of any university nominee in the finance committee of a college.

Professor M Jagadesh, Chairman, (UGC) said, “Higher education in the country is going through a major transformation with the advent of the National Policy on Education (NEP), 2020.

The Expert Committee and the Draft Regulation were approved by the Commission in its last meeting held on 22 September 2022. These Regulations allow autonomous colleges to determine and prescribe their own courses of study and curriculum provide freedom, and reorganize and redesign courses to suit the local.
